A feature issue is a basic Jira issue that contains the BBD_Feature label .
So to create one, click on + Create a BDD feature in the Jira menu.

left side of the Jira project page:

Fill in the name of the feature in the summary field and . BDD_Feature in the Labels field.

label was automatically added because it helps Cucumber for Jira to work correctly.

Click on Create button. That’s it!
